Additional frost and freezes are expected to occur on Tuesday morning in the southern Atlantic States, extending as far south as Georgia.  Meanwhile, a disturbance currently crossing the western U.S. will reach the upper Great Lakes region by mid-week.  On Tuesday, accumulating snow may briefly affect the north-central U.S., while rain showers will develop across the mid-South and lower Midwest.  A trailing weather system will arrive in central and southern California on Tuesday, bringing an increased risk of flash flooding due to heavy rain and melting snow.  At mid-week, the flood threat will shift farther inland, across portions of the Great Basin and Southwest.  During the second half of the week, heavy rain may develop across the mid-South and lower Midwest, with storm-total rainfall expected to reach 2 to 5 inches or more.  In contrast, mostly dry weather will prevail during the next 5 days in several areas, including the southern High Plains and the southern Atlantic region.
