Man who Evansville police say was involved in a deadly shooting is released from jail

EVANSVILLE – The man who police say shot and killed his neighbor after an "argument and altercation" last week has been released from jail. And so far, no one faces charges in connection with the shooting.

Richard D. Garrett, 27, paid a $5,000 cash bond ahead of his initial hearing in Vanderburgh Circuit Court Monday afternoon, court records state. Both he and his husband, 32-year-old Patrick M. Garrett, face felony charges of possession of methamphetamine and unlawful possession of a syringe – charges that came about when Evansville police reportedly found an array of drugs in their home after the shooting was reported.

Both pleaded not guilty on Monday.

Patrick Garrett, who also faces a felony meth-dealing charge in Warrick County, paid $10,000 in bond. The Vanderburgh County jail website no longer lists them as inmates.

According to the probable cause affidavit, police obtained a warrant to search the Garrett home on Sept. 14 – hours after a man identifying himself as Richard Garrett called 911 and said he had shot 29-year-old Douglas Todd Fulkerson around 2:30 a.m.

The Courier & Press obtained a recording of the call. In it, Garrett claimed Fulkerson was pointing a gun at people inside the home. Fulkerson was pronounced dead at the scene. An EPD incident report listed him as living across the street from the Garretts.

In a news release last week, police stated “there had been an argument and altercation between several people before the shots were fired.”

The shooting is still under investigation. On Monday, EPD spokeswoman Sgt. Anna Gray didn’t return a request for comment on whether any shooting-related charges are expected.

The Garretts own Evansville 411 News, a social media news organization with more than 50,000 followers on Facebook. A status hearing in their cases is set for Oct. 1.
