Sioux Falls police: Man arrested for slapping 1-year-old

A Sioux Falls man has been arrested after officials with the Sioux Falls Police Department say they arrived at a home and found a baby with a mark on its face.

Charles John Ropp, 47, has been charged with one count of abuse or cruelty to a minor under age 7, according to police spokesman Sam Clemens. Clemens spoke about the incident as part of his daily police briefing Tuesday morning with media.

Police responded to the call at about 11 p.m. in the 3200 block of W 12th Street for what Clemens said was a "check well-being" call. Upon arriving, police found a 1-year-old baby who had been hit.

The "hit" was not a punch, but more of a slap. It was enough to leave a mark over the face of the child, Clemens said.

Ropp was a relative of the baby, Clemens said.
