The Guam Department of Revenue and Taxation opened for limited walk-in services for certain branches in Barrigada, Jan. 25, 2021.

A former Department of Revenue and Taxation employee who admitted to her part in a driver's license fraud scheme had her sentencing continued to March.

Lourdes Fernandez Blas was scheduled to be sentenced on Monday in the District Court of Guam, but the hearing was continued to March 3.

Blas was one of several people arrested in 2015 in connection with a driver's license scheme.

She pleaded guilty in April 2019 to unauthorized access of a protected computer in furtherance of fraud.

According to court documents, Blas was employed at Rev and Tax from 2006 to November 2015 and had access to a computer system that issued driver’s licenses.

She wasn’t authorized to use the system for creating, processing or issuing fraudulent driver’s licenses.

Between January 2014 and November 2015 she participated in a fraudulent scheme with others to obtain money and process fraudulent driver’s licenses, her plea agreement states. She helped process at least 320 fraudulent Guam driver’s licenses when she worked at DRT’s Motor Vehicle Division, documents state.

She would receive $300 for each fraudulent driver’s license that she processed and would be given packets with the information and payments to make the licenses, documents state.

Prosecutors are asking for a sentence of 30 days of home confinement as a condition of probation, 100 hours of community service, $24,000 restitution and any other conditions by the U.S. Probation Office.
