Constructors Inc was awarded more than $2 million in major roadwork south of Carlsbad by the Eddy County Board of County Commissioners at their Jan. 19 meeting.

The Carlsbad construction company was awarded a $1 million contract to perform rehabilitation work on Old Cavern Highway and another $1.3 million bid to improve Black River Village Road, read Eddy County Commission documents.

Eddy County Finance Director Roberta Smith said bids for the Old Cavern Highway project were solicited in December and bids were open Jan. 12.

“We did receive three bids from Constructors, J&H Services and Renegade Construction. The lowest bid overall was Constructors,” she said.

Eddy County Public Works Director Jason Burns said work on Old Cavern Highway should start in March as around eight miles roadway will be paved, and chip sealed.

He said warmer weather is needed for chip sealing projects.

Smith said bids for the Black River Village Road project were solicited on Dec. 14 and sealed bids were opened on Jan.12.

Four bids were received from Constructors, J&H Services, Renegade Construction and Spartan Construction of New Mexico, Smith said in a memorandum to Eddy County Commissioners.

“The lowest overall bid was submitted by Constructors Inc,” she said in the memorandum.

Burns said work on Black River Village could start in about two weeks as three miles of roadway will be paved from U.S. Highway 62/180 to Roadrunner Road.

“This one will probably go a little quicker as it doesn’t have chip seal on it. This will be straight paving,” he said.

Eddy County Manager Allen Davis

Eddy County Manager Allen Davis said funds for both projects were secured from the New Mexico Department of Transportation (DOT).

“There has been tremendous work that has gone and been accomplished and progress still to come,” Davis said.

He said county personnel are working on more road projects that will be presented to commissioners during budget talks for the 2022 fiscal year, which will take place later this year.

“Most of the arterial work is done. Feeder roads will be the next big step,” Davis said.
