John F. Kennedy High School in Tamuning during the rainy Friday afternoon of Oct. 9, 2020. The government of Guam and leaseholder CAPFA Capital Corp. secured $9 million to finance solar and associated energy improvement projects at JFK.

The government of Guam denied enabling or assisting John F. Kennedy High School teacher Hazel Basilio, who is accused of sexually assaulting a former student, according to recent court filings.

A woman sued Basilio and the government of Guam last month.

Basilio is accused of sexually abusing the woman when she was a teenager in the early 2000s, when she was attending JFK and played on the school’s basketball team, according to the complaint. Basilio was also the girls basketball coach, the lawsuit stated.

The woman alleged in the complaint that Basilio groomed her, gave the then-teenager meals and gifts and sexually molested her “on a weekly, sometimes daily basis,” when the student was 15 years old.

The lawsuit also alleged the government of Guam knew that Basilio sexually abused and molested the then-teenager and instead of reporting it to law enforcement, the government enabled and/or assisted Basilio to keep the misconduct hidden.

GovGuam, in its answer filed Tuesday, denied this.

In its reply, GovGuam requested the court rule in its favor and against the woman.

The woman is seeking up to $300,000 in damages.

According to the fiscal year 2021 first quarter Guam Department of Education staffing pattern, Basilio is a teacher at John F. Kennedy High School.
