John Joyce declared winner over Todd Rowley for Pennsylvania's 13th Congressional District

Republican Rep. John Joyce has been declared the winner over Democrat Todd Rowley by a large margin in the race for Pennsylvania's 13th Congressional District after Tuesday's election. 

With 84 percent of the precincts reporting Wednesday morning, the vote was Joyce with 79 percent of the vote (236,483) to Rowley with 21 percent (63,548).

Joyce, a dermatologist from Blair County, had sought re-election to his second term in the U.S. House of Representatives.  

A resident of Westmoreland County, Rowley ran following a long career in law enforcement. 

The district includes all of Adams, Franklin, Fulton, Bedford, Somerset, Blair and Huntingdon counties, and parts of Westmoreland and Cumberland counties.

Before setting their sights on Congress, both candidates spent their professional careers helping and serving people.

Joyce, an avid supporter of President Trump, sees this presidential election as a "choice between freedom and socialism," and says he will defend the Constitution and people's rights while "Democrats threaten unprecedented attacks on our way of life."

Rowley called himself a "change candidate," and said he was committed to fighting for the hardworking families of PA-13 while unbeholden to corporate donors, lobbyists and special interests. He called this election an opportunity for Americans to "vote for positive change and the preservation of our democracy."

Both candidates said they were passionate about improving access to health care. They each said they wanted to protect coverage for people with pre-existing conditions and lower the cost of prescription medications. 

On COVID-19, Joyce says the CARES Act and the Paycheck Protection Program saved millions of jobs and families. He has touted his role on the China Task Force, saying moving the supply chain back to America is integral in strengthening national security and creating jobs.
