ICE Arrests Criminal Illegal Immigrants in CA

Immigration and Customs Enforcement (ICE) has Arrested Dozens of Criminal Illegal Immigrants residing in California in “Phase One” of a Nationwide Operation.

ICE Enforcement and Removal Operations Officers took into Custody 128 People across: Los Angeles; San Diego; and San Francisco, between Sept. 18th and Oct. 3rd, Acting DHS Secretary, Chad Wolf, announced Wednesday, Oct. 7th. Wolf said 96% of those Arrested had Criminal Convictions or Pending Criminal Charges at the time of Arrest and had been Released from Jail despite ICE’s Requests that they be turned over to Face Deportation Proceedings for being in the U.S. Illegally.

I always had this Problem with Sanctuary Cities, Not Turning-Over Illegals Charged with a Set of Crime Types.

ICE Senior Official performing the Duties of the Director, Tony Pham, Defended the Agency’s Decision to “surge” Resources to California just ahead of the Presidential Election because the “Sanctuary” Cities, or Areas where Local Leaders do Not Work with Federal Immigration Authorities, had an Abundance of People it deemed Public Safety Threats.

Wolf Defended the Operation as Not Political, though Immigration Attorneys on Twitter Railed at the Move as an Attempt to woo Trump’s Base weeks ahead of Election Day. “When we target sanctuary city policies — or sanctuary cities — it's not about Republicans, not about Democrats, not about elections,” Wolf said. “It’s about dangerous policies that are dangerous for that community … We're going to go in there. We’re going to pick up individuals that should not be in those communities — so wherever they're at. Obviously, we understand and we know that California has a number of sanctuary cities in their jurisdiction."

Pham, who took over the Agency in early September, said the 20,000-Person Government Organization was Surging Resources to Specific Areas because it Required Large Groups of Federal Law Enforcement Officers to Arrest People at their Homes, Jobs, or in Public.

“We're going to continue enforcement actions across the country,” said Wolf. “ICE has no choice but to conduct more at-large arrests in local neighborhoods and its work sites, which inevitably result in additional collateral arrests instead of targeted arrests at jails where enforcement is safer for everyone involved. Residents should understand and continue to expect a more visible ICE presence in California and other cities where noncooperation sanctuary city policies remain in effect.”

Due to California's various “sanctuary” Policies, Local Law Enforcement usually Cannot turn Someone Over to ICE or even Notify the Agency when Someone in Custody makes Bail or is Released. Sanctuary City Leaders say they are Protecting Immigrant Communities where People Illegally in the U.S. would Otherwise be Afraid to Report Crimes for Fear of being Deported.

Federal Officers at ICE are able to Look at Local Arrests and see if a Person is Legally or Illegally in the Country. If that Person appears to be an Illegal Immigrant, the Officer can Request that the Local Law Enforcement Agency notify ICE before they are Released so ICE can take Custody and begin Deportation Proceedings. Sanctuary Zones Release Illegal Immigrants after they make Bail or Serve Time in Jail, including those with Criminal Convictions, without Notifying ICE. As a Result, ICE will then Choose which Released People to Pursue Arresting.

This Problem is Diffcult to Resolve. What do you due when the Arrested Illegal hasn't been Convicted, but Released on Bail?

Los Angeles County is the Only One that has Cut All Cords, and because the Los Angeles County Jail is the Largest Jail System in the Country, its Approach has Massively Curtailed the Number of People it can easily Transfer into Custody. In Total, the Los Angeles County Jail has Refused to Honor 25,000 Requests for Inmate Transfers to ICE.

The Number of People Deported by ICE continued to Slowly Increase under the Trump Administration in the Government’s 2019 Fiscal year but Remains much Lower than Average over the Past Decade. Last year, ICE returned 267,258 People to their Home Countries. The Tally under Trump has been Significantly Lower than Annual Rates over the Past Decade. In Fiscal year 2008, President George W. Bush’s Final Full Year in Office, 369,221 People were Removed.

Then there is the Problem if the Immigrant's country does Not want them back?
