Two arrested during traffic stop with drugs in vehicle, 3 children in backseat, cops say

A man and woman were arrested by Pennsylvania State Police after multiple controlled substances were found in their vehicle during a traffic stop.

Kayla Biggs, 28, of Winchester, Virginia, was charged with multiple felony counts of child endangerment, manufacture, delivery or possession of a controlled substance, driving under the influence and more, according to court documents.

Thomas Dahlquist, 32, of Boyertown, was charged with manufacture, delivery or possession of a controlled substance and several misdemeanors, according to court documents.

A state trooper in a marked patrol vehicle pulled over a tan Chevrolet Impala at approximately 7 p.m. Dec. 29 on Interstate 81, mile marker 14 in Guilford township for crossing the yellow fog line multiple times, police said.

Approaching the car, the officer noted in court documents that "the smell of burnt marijuana was emanating from the vehicle."

Biggs was driving the 2004 Impala, according to police.

The trooper observed there were three children in the backseat of the vehicle.

Asked if there were any drugs in the car, Biggs told the trooper there was THC wax in the center console that was smoked by Dahlquist and herself approximately two hours prior. 

She told the officer she was driving to her boyfriend's house from Virginia.

The vehicle was searched by police, and a coffee can with a false bottom was recorded to contain a baggie of Ketamine, 31 pills of Alprazolam and plastic baggies for distribution, according to court records. 

Police also discovered multiple wrapping paper packages of THC wax inside the center console.

Upon conducting a field sobriety test, the officer noted Biggs showed signs of impairment. She was transported to Chambersburg Hospital for a blood draw that was submitted to a lab for analysis. 

Biggs and Dahlquist were put in Franklin County Jail on $200,000 bail each.  

Both are scheduled to appear before Magisterial District Judge Duane Cunningham for a preliminary hearing on Jan. 7.
