November 2019 elections: When and where to vote in San Angelo area

Texas is holding a constitutional amendment election this year. Here's what's on the ballot, early voting locations, Election Day voting locations and other information for voters in Tom Green and Coke counties.

Election day is Tuesday, Nov. 5

AM I REGISTERED TO VOTE?

The last day to register to vote was Oct. 7. You can check the Texas Secretary of State website at https://www.sos.state.tx.us/elections/ to see if you are registered to vote. You'll need some basic information like name, date of birth and county to check your status.

WHAT TO BRING TO THE POLLS

State law requires registered voters to present one of seven forms of identification in order to vote in person at a polling location. They include:

  • Texas driver's license issued by the Texas Department of Public Safety
  • Texas Election Identification Certificate issued by DPS
  • Texas personal identification card issued by DPS
  • Texas license to carry a handgun issued by DPS
  • United States military identification card containing person's photograph
  • United States citizenship certificate containing the person's photograph
  • United States passport

People who do not possess an ID and cannot reasonably obtain one may fill out a Reasonable Impediment Declaration form at the polling location and present one of the following supporting forms of identification:

  • Government document that shows the voter's name and an address, including the voter's voter registration certificate
  • Current utility bill
  • Bank statement
  • Government check
  • Paycheck
  • Certified domestic birth certificate or court admissible birth document 

If a voter meets the requirements and is otherwise eligible to vote, the voter will be able to cast a ballot in the election. Learn more about ID exemption requirements online at votetexas.gov.

WHAT'S ON THE BALLOT?

CITY OF SAN ANGELO 

Shall the City of San Angelo’s Lake Nasworthy Trust Fund principal balance be used as described below?

Lake Nasworthy lake and river improvements to enhance water recreation and the elimination of related litter and pollution not to exceed $6 million in actual costs for:

  • Boat ramps
  • Fishing piers
  • Shoreline erosion control
  • Sandy beaches

Balance of the fund as of May 5, 2020, excluding the $6 million allocated for above projects, be used for the expansion, reconfiguration, and replacement of the current sewer system servicing the Lake Nasworthy area to expand capacity for current and future development. The planned sewer system upgrades are expected to cost roughly $32 million, which would be funded partly by the Lake Nasworthy Trust Fund. The city would issue debt to cover the remaining cost of the sewer project 

All registered voters in the city of San Angelo are eligible to vote in the election.

TEXAS CONSTITUTIONAL AMENDMENTS

Proposition 1

The constitutional amendment permitting a person to hold more than one office as a municipal judge at the same time.

Proposition 2

The constitutional amendment providing for the issuance of additional general obligation bonds by the Texas Water Development Board in an amount not to exceed $200 million to provide financial assistance for the development of certain projects in economically distressed areas.

Proposition 3

The constitutional amendment authorizing the legislature to provide for a temporary exemption from ad valorem taxation of a portion of the appraised value of certain property damaged by a disaster.

Proposition 4

The constitutional amendment prohibiting the imposition of an individual income tax, including a tax on an individual's share of partnership and unincorporated association income.

Proposition 5

The constitutional amendment dedicating the revenue received from the existing state sales and use taxes that are imposed on sporting goods to the Texas Parks and Wildlife Department and the Texas Historical Commission to protect Texas' natural areas, water quality, and history by acquiring, managing, and improving state and local parks and historic sites while not increasing the rate of the state sales and use taxes.

Proposition 6

The constitutional amendment authorizing the legislature to increase by $3 billion the maximum bond amount authorized for the Cancer Prevention and Research Institute of Texas.

Proposition 7

The constitutional amendment allowing increased distributions to the available school fund.

Proposition 8

The constitutional amendment providing for the creation of the flood infrastructure fund to assist in the financing of drainage, flood mitigation, and flood control projects.

Proposition 9

The constitutional amendment authorizing the legislature to exempt from ad valorem taxation precious metal held in a precious metal depository located in this state.

Proposition 10

The constitutional amendment to allow the transfer of a law enforcement animal to a qualified caretaker in certain circumstances.

WATER VALLEY INDEPENDENT SCHOOL DISTRICT 

The issuance of $16,000,000 of bonds by the Water Valley Independent School District and levying the Tax in payment thereof. 

(A resolution calling for the bond election indicates, if approved, the money would be used "for the purpose of the construction, acquisition, and equipment of school buildings in the District, and the purchase of school buses.")
