NY First Large-Scale Wind-Power Procurement Awarded to Two Energy Developers


New York State’s First Large-Scale Wind-Power Procurement has officially been Awarded to Two Energy Developers, each of which will Operate separate Offshore Wind Farms that will feed Energy to New York City and Long Island, Gov. Andrew Cuomo (D) announced Thursday.

At a Press Conference at the Fordham University School of Law, Cuomo announced the Winning Bids and Signed the New York State Climate Leadership and Community Protection Act, Legislation which he called the “most aggressive climate law in the United States of America.” “We have made remarkable progress on a large number of issues,” Cuomo said, “but what we do today will be the most consequential.”

The Sunrise Wind Project, will be led by European Wind-Power Company Orsted, and produce 880 Megawatts on Long Island and for Long Island.

The Empire Wind Project, will be led by European Developer Equinor, producing 816 Megawatts that will feed New York City.

Cuomo additionally announced that the State will Invest $287 Million to Construct Service and Port Facilities to help make New York City a Hub for the Energy Industry.

The State will also provide $20 Million to Develop a Wind-Power Training Program, that will be led by the State University of New York system.

Through these Initiatives, the State will generate $3.2 Billion in Economic Activity and create 1,600 Jobs that will have Union Labor Agreements before they Commence, Cuomo said.

The Projects come after Cuomo Pledged to Support 9,000 Megawatts of Wind-Power Development over the next 15 years.

The Initiative is part of Cuomo’s Goal to Cut State Greenhouse Gas Emissions to 80% below 1990 Levels by 2050.

Two other Bidders, including Vineyard Wind and Atlantic Shores Offshore Wind, a Joint Venture between U.S. Oil Company Shell and EDF Renewables North America, Submitted several Proposals of varying scale to New York State’s 2018 Solicitation.

The State said it would Agree to Purchase at least 400 Megawatts of Wind Power in the Initial Solicitation, with the Option to buy More.

The Solicitation prompted Large Wind Power Companies to participate in order to establish themselves in a State with Several expected Large-Scale Future Projects.

City Council recently Passed Legislation that will require Large Buildings to Cut their Carbon Footprints 40% by 2030, and make further Reductions in subsequent years.

Port Upgrades will begin in mid-2020, with the Start of Construction of Offshore Wind Farms commencing by 2022, and Completion expected by 2024.
