Man charged for sexually assaulting girl for three years, police say

A Centre County man has been charged after police say he began sexually assaulting a girl in Hanover Borough about 6 years ago.

Jason Paul Mackulin, 38, of the first block of Rockview Place, Benner Township, allegedly started to sexually assault the girl, now 17, when she was 11, according to an affidavit filed with District Judge Dwayne Dubs.

The investigation was forwarded to Hanover Borough Police from an Adams County Police agency on April 15.

The girl was interviewed at the Adams County Child Advocacy Center where she said Mackulin started to touch her chest when she was 11. She also said he would put her in sexual positions and make sexual advances on her, the affidavit states.

She said the indecent contact continued until she was about 13 or 14 years old.

The girl's family members found a journal in which she had logged details of Mackulin's indecent contact with her and that is when the contact ended, police said in the affidavit.

Mackulin was charged with indecent assault of a person less than 13 and corruption of minors, according to online court documents.

He has a preliminary arraignment scheduled for July 22 and is currently in State Correctional Institution Rockview on unrelated charges.

6:55 p.m. Domestic argument between a man and a woman was reported in the 500 block of Broadway.

7:06 p.m. Harassment by communications involving an unwanted letter being received was reported in the first block of 100 block of Deguy Avenue.

7:06 p.m. Disturbance involving a neighbor dispute was reported in the 400 block of Baltimore Street.

7:13 p.m. Dwain Rager, 55, of Hanover, was cited for public drunkenness following an incident reported in the 100 block of North Railroad Street.

8:56 p.m. Disturbance involving a neighbor dispute was reported in the 200 block of North Franklin Street.

July 13

12:34 a.m. A charge of DUI is pending against a 60-year-old man, of Hanover, following a traffic stop in the 600 block of Eichelberger Street.

1:01 a.m. Charges for disorderly conduct and public drunkenness are pending against a 21-year-old man, of Hanover, following an incident reported in the 1100 block of Carlisle Street.

1:23 a.m. A charge for harassment is pending against a 52-year-old woman and a 53-year-old man, both of Hanover, following a domestic altercation in the first block of Clearview Road.

2:29 a.m. A charge of DUI is pending against a 34-year-old man, of Glen Rock, following a traffic stop in the first block of Carlisle Street.

8:10 a.m. Jermaine Wharton, 29, of Atlantic City, New Jersey, was arrested and charged with possessing instruments of a crime, simple assault, and harassment following an incident reported in the 800 block of Eichelberger Street. He was turned over to the York County Sheriff’s Office for further disposition.

9:16 a.m. A charge of harassment is pending against a 58-year-old woman, of Orrtanna, following a domestic altercation in the 500 block of Boundary Avenue. 

10:52 a.m. Suspicious noise reported in the 1100 block of Carlisle Street was determined to be a smoke detector and checked out OK.

12:22 p.m. No injuries were reported and towing was required following a crash at Baltimore and East Walnut streets. A 2014 Jeep Compass operated by Cory Livelsberger, of Hanover, struck a 2010 Mercedes Benz GL350 operated by Ryan Husted, of Hanover.

12:45 p.m. Theft of a bicycle was reported on Center Square.

12:56 p.m. Minor injury was reported and towing was not required following a crash in the 400 block of Carlisle Street. A 1999 Dodge Ram operated by a New Oxford juvenile struck a 2014 Toyota Rav 4 operated by Laura Smith, of Hanover.

2:19 p.m. No injuries were reported and towing was required following a crash in the 100 block of Moul Avenue. A 2002 Dodge Dakota operated by Eric Fuhrman, of Hanover, struck a 2002 Buick CXL owned by Tina Schjei, of Hanover.

3:41 p.m. Domestic argument between a man and a woman was reported in the 900 block of Broadway.

10:42 p.m. Disturbance involving fireworks being set off was reported in the 200 block of Clearview Road.

July 14

3:01 a.m. Disturbance involving loud subjects was reported in the first block of McAllsiter Street.

11:23 a.m. Charges for harassment are pending against a 39-year-old woman, of Hanover, and a 58-year-old woman, of Orrtanna, following a domestic altercation in the first block of Stock Street.

4:53 p.m. Timothy Doss, 54, of Hanover, was arrested and charged with public drunkenness following an incident reported on Center Square. He was turned over to the York County Sheriff’s Office for further disposition.

9:17 p.m. Harassment by communications involving unwanted messages being received through social media was reported in the 500 block of Carlisle Street.

July 15

9:40 a.m. Suspicious male subject reported loitering at a business in the 300 block of Eisenhower Drive was gone from the area before were called.

11:56 a.m. Minor injury was reported and towing was required following a crash reported at George Street and Wilson Avenue. A 2011 Audi A4 operated by Thomas Lawrence, of Hanover, struck a 2005 Toyota Corolla operated by Sekou Kromah, of York.

1 p.m. Theft of a banner was reported in the first block of Moul Avenue.

4:32 p.m. Suspicious circumstances involving an open door were reported in the 500 block of East Walnut Street.

5:55 p.m. Disturbance involving disorderly patrons was reported at a business in the 300 block of Eisenhower Drive.

July 16

4:19 a.m. Suspicious subjects reported loitering in the first block of Sprenkle Avenue were located and checked out OK.

5:15 a.m. Suspicious vehicle reported at Fulton Street and East Hanover Street was gone from the area before police arrived.

July 12

2:40 a.m. Report of a domestic issue between boyfriend and girlfriend in the 800 block of McAllister Street. They were advised to keep the peace.

4:22 a.m. Police were called to a residence in the 200 block of Charles Avenue for a stray cat that was not acting right. The cat was put down by police.

6:54 a.m. A disabled vehicle at Hirtland Avenue and York Street. It was removed by police. 

2:44 p.m. A crash in the 100 block of North Blettner Avenue where a tractor trailer struck private property.

2:53 p.m. Police assisted a male subject in the first block of Wetzel Drive with finding a place to stay. 

6:47 p.m. Police assisted West Manheim Township Police in the 2400 block of Baltimore Pike with taking a wanted subject into custody.

7:05 p.m. A subject in the 1400 block of Baltimore Street reported that they were bit by a dog. They were referred to the dog officer.

7:39 p.m. Report of a verbal domestic in the 1400 block of Baltimore Street. They were advised to keep the peace. 

10:41 p.m. Police checked the area of the 500 block of Narrow Drive and discovered a disabled vehicle. They turned it over to Conewago Township Police Department.

July 13

8:18 a.m. Police assisted Hanover Borough Police Department in the 900 block of Carlisle Street with attempting to locate and take a subject into custody for an assault. 

9:17 a.m. Report of a domestic issue in the 900 block of South Franklin Street between family members. they were advised to keep the peace.

12:46 p.m. Police assisted Hanover Borough Police Department in the 200 block of Carlisle Street with a possible burglary in progress. It was unfounded. 

2:21 p.m. Police were called to the 900 block of South Franklin Street to located two juveniles who ran away. They were located and safely returned. 

2:41 p.m. Report of a verbal domestic issue in the first block of Allen Drive. 

4:28 p.m. Kyra Johnson, 21, was charged with retail theft in the first block of Wilson Avenue. 

July 14

4:11 a.m. Report of suspicious subject in the area of the first block of Wilmar Avenue. They were not located. 

7:56 a.m. A three-vehicle crash at York Street and Wilson Avenue. No injuries were reported. 

9:58 a.m. Report of an ongoing disturbance in the 800 block of Hartman Avenue involving fireworks in the area. Nothing was located. 

4:03 p.m. Report of a retail theft in the first block of Wilson Avenue. 

5:29 p.m. Police documented a minor crash in the 100 block of Beck Mill Road. 

9:14 p.m. Fireworks disturbance in the first block of Mumma Avenue. No issues were found. 

9:37 p.m. Aaron Snyder, 29, was arrested for public drunkenness and possession of narcotics following a welfare check in the first block of Charles Avenue. He was brought to the hospital for medical attention. 

10:10 p.m. A civil issue in the first block of Center Street about property between family members.

11:17 a.m. Questions about phone calls from a loan agency in the 200 block of Blooming Grove Road.

11:24 a.m. Police verified a vehicle identification number in the first block of Rebecca Lane for a homeowner.

1:01 p.m. A vehicle in the 800 block of West Alvin Street was repossessed.

2 p.m. A complainant in the 800 block of York Street reported her purse was removed from her unlocked vehicle while in a business. 

3:05 p.m. A two-vehicle crash in the 1200 block of Carlisle Street. No injuries were reported. 

5:32 p.m. Two subjects arguing in the 600 block of West Chestnut Street about food delivery.

8:33 p.m. Report of an erratic driver in the 1400 block of Baltimore Street. The driver was located and all checked out OK.

10:33 p.m. Police assisted West Manheim Township Police Department in the first block of Lakeview Circle with a physical domestic. 

11:09 p.m. Police located a subject in the 500 block of Bankert Road for Hanover Borough Police Department.
