Police identify homicide victim

A Milwaukee man shot to death on the city's southwest side was identified by police Thursday as Robert O. Rugg, 61.

Rugg was shot shortly before 3:30 p.m. Monday in the 3200 block of South 90th Street following a fight with a relative and a 21-year-old man was arrested, police said.
