Wheeler indicates pace of refiner exemptions could slow

The head of the Renewable Fuels Association wants to see the EPA follow through on issuing fewer small refinery waivers.

Geoff Cooper says EPA administrator Andrew Wheeler recently indicated his agency could slow down on biofuel exemptions because of low RIN prices.

“There are 39 pending exemption requests sitting on Administrator Wheeler’s desk awaiting his decision. We of course have been advocating that EPA deny those requests.”

He tells Brownfield Wheeler’s comments were somewhat encouraging.

“But the proof is going to be in the pudding, and I think we’ll know whether these comments are accurate or if we can put any stock in them once these 39 petitions are decided.”

Cooper says compliance costs recently dipped to seven-year lows, so few if any oil refiners should be qualifying for exemptions based on RFS criteria.
