Frustration over oil refinery exemptions bubbling over
Groups like the Renewable Fuels Association (RFA) continue to hammer the EPA over small refinery exemptions.
RFA CEO Geoff Cooper says the agency changed its criteria for granting waivers under former administrator Scott Pruitt.
“The EPA definitely has more discretion, and their hands are not tied quite as tightly as the previous administrator suggested.”
The EPA issued another round of exemptions earlier this month.
Cooper says the Renewable Fuel Standard has nothing to do with the economic difficulties small refiners are having.
“The EPA has acknowledged that (and) shown that refiners, whether they’re large or small, integrated or merchant, pass along their cost of RINs to the buyers of the refined products.”
Cooper says he expects new EPA administrator Andrew Wheeler to correct the mistakes of his predecessor, not make the same ones.
