NY Gov. 2019 Voting Plank


Voting is the Cornerstone of our Democracy. Unfortunately, New York's Antiquated Election Laws Create Artificial Barriers that Prevent and Discourage Voters from Exercising this Sacred Right.

New York Gov. Andrew Cuomo's Plank for the 2019 Agenda, propose to Modernize and Open up New York's Election System, making it Easier for more Voters to Participate in the Process and help Build a more Fair, more Just, and more Representative New York.



He is urging the Legislature to move Quickly to Pass Legislation to Protect our Democracy, including:

- Voting by Mail

- Early Voting

- Same Day and Automatic Voter Registration

- Holding State and Federal Primaries on the Same Day

- Make Election Day a State Holiday

While the Federal Government works to Disenfranchise Voters, these Reforms will Ensure that New York State Government truly Represents the People.

But there is more to do.

- Ranked-Choice Voting for Primary and General Elections

- Changing Party Affiliation 30 Days before Primary Election

- Pre-Registration for 16 and 17-year-old Prospective Voters

- No-Excuse Absentee Ballots

- Make Voting Easier for People who have Moved

- Close the LLC Loophole in State Election Law that allows Donors to give an Unlimited Amount of Money through a web of Limited Liability Companies.

And finally changing New York's Voting system to a Top 3 Open Primary, with all the Candidates on One Ballot for All Voters to take part in Voting. To make this happen, Party Elections for Party Officials, County and State Committee Members, and Presidential Electors would have to be on a Separate Ballot.
