Sheri Morgan, Bob Ziobrowski announce candidacy for Franklin County Commissioner

Staff report
Franklin County Commissioner Bob Ziobrowski.

Bob Ziobrowski and Dr. Sheri Morgan have announced as a team their candidacies for Franklin County Commissioner in this year's Democratic primary election.

Consisting of three elected officers, the Board of Commissioners is the county's governing body. Commissioners create policies, authorize some services and facilities, and make the county's contracts and purchases. Administrative powers and duties include registration and elections, assessment of property, human services, veterans' affairs, 911, emergency services, operation of a county prison, personnel management, operation and maintenance of 93 county bridges, appointment of county personnel, and budget and finance management.

Commissioners serve four-year terms.

Ziobrowski is seeking another term after joining the board in 2008. He is a Chambersburg native, who graduated from Chambersburg Area Senior High School and holds a bachelor's in business and economics from Wilson College. Ziobrowski has been married for 38 years and has two sons.

In addition to working as a real estate appraiser, he previously served as president of the Chambersburg Area school board, vice president of the Franklin County Area Development Corp. and chairman of the Chambersburg Hospital board of directors.

“As commissioner, I have supported the social safety net for those less fortunate," Ziobrowski said. "I have supported quality of life enhancements while encouraging economic growth. I work to ensure that future generations will have the opportunities to grow, work and play that I have enjoyed in Franklin County."

The current commissioner also talked about Morgan, who is running alongside him. He noted she has the judgement and experience for the position.

Morgan moved to Greencastle in 2005 from Potomac, Md., where she raised her three children. Born in St. Louis, Mo., her focus on social justice eventually led her to attend St. Louis University where she earned a bachelor's in nursing. Morgan then pursued a master's and doctorate in nursing research from the Catholic University of America.

Today, Morgan is an epidemiologist, a member of a financial technology firm and a partner in an agricultural supply company. She is also very active in the community, having served as the chairwoman of the Franklin County Democratic Committee and having volunteered with several local organizations, such as the Conococheague Institute, Greencastle Heritage Christmas, the Community Coalition for the Prevention of Substance Use and Abuse, and Royal Family KIDS camps tea parties.

“After being asked to run for county commissioner, I gave much thought to how I could best serve the residents of our county," Morgan said. "I found the answer by reflecting on my guiding principle: to seek and love the truth, and protect it in all instances of injustice. This will guide my decision-making."

Morgan commented that her running mate is a "proven, thoughtful leader and takes great care to do what makes the most sense for our county."

Morgan hopes to expand the area's voter base. She said she would like to see residents who haven't voted in the past come out and register as a Democrat, so they can participate in the primaries. Morgan added she also wants to expand the voter base for the general election, as well, and reach voters who may not want to affiliate themselves with a specific party.

She discussed how the county has its "tried-and-true" voters, who always know what's going on and are informed.

"But, we also know we have a lot of people who stay at home, and we want those people to come out and vote," she said. "So, I'm looking for those people."

Commissioners' meetings are public and held at the Commissioners' Office Complex, 340 N. Second St., Chambersburg on Tuesdays and Thursdays of each week beginning at 9:30 a.m.
