Farm bill makes changes to ARC and PLC programs

The 2018 Farm Bill includes revisions to the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs.

Farmers will be able to switch between the ARC and PLC programs on a crop-by-crop and farm-by-farm basis beginning next year. They will also be able to make an annual decision between the two programs in 2021. The 2014 Farm Bill required farmers to make a one-time selection for the five-year bill.

There will also be a one-time opportunity in 2020 for farmers to update yield calculations.

The bill suspends ARC and PLC payments to farmers who kept base acres in grass, but those farmers can enroll in the Conservation Stewardship program.
