EPA could reset cellulosic and advanced biofuel targets in RFS

The Environmental Protection Agency is preparing to hit reset on statutory targets included in the Renewable Fuel Standard.

Renewable Fuels Association CEO Geoff Cooper says there’s a provision prescribed by Congress requiring EPA to alter volumes if certain criteria are triggered.

“So because EPA has consistently reduced the cellulosic biofuel standard and the advanced biofuel standard, this reset provision has been triggered.”

American Coalition for Ethanol CEO Brian Jennings anticipates EPA will dramatically reduce annual targets for cellulosic and advanced biofuels for 2020 through 2022.

“That is going to (likely) send a negative signal to investors in that space.”

He tells Brownfield cellulosic biofuel growth has been limited by high costs, and Jennings contends Congress might’ve been too ambitious at the onset of the RFS.

“There’s a fine line between getting it right and cutting too deep.  And we will be very carefully working with EPA to make sure they do not cut too deep.”

Jennings expects EPA to propose a rule to reset RFS volumes for total advanced and cellulosic biofuels in January.
