Live results in Pa. 2018 election: Joyce vs. Ottaway in 13th Congressional District

Two Blair County professionals are going head to head to represent Pennsylvania's newly drawn 13th Congressional District in the U.S. House of Representatives. 

Republican Dr. John Joyce, a dermatologist, has the support of Rep. Bill Shuster, who is retiring from the seat after 17 years in Congress. He won an eight-way race in the GOP primary with 22 percent of the vote. 

Democrat Brent Ottaway, associate professor of communications at St. Francis University, was unopposed in the Democratic primary.

The "blue wave" that is expected to sweep Democrats into congressional seats is more likely to be a ripple in central Pennsylvania.

The 13th District is the most solidly Republican in the state and one of the most Republican in U.S., according to the 2017 Cook Political Report. In the 2012 and 2016 presidential elections, the region went 22 points more Republican than the nation as a whole. The Shusters’ 9th District - which comprises much of new 13th District - scored a lower R+19.

Here's where Joyce and Ottaway stand on key issues: 

Border wall: Joyce fully supports it. Ottaway said it's always been a bad idea and the money could be better spent elsewhere. 

Health care: Joyce thinks a fair market plan that allows people to buy insurance across state lines is the best solutions. Ottaway says the Affordable Care Act can be improved. 

Gun control: Joyce says no further regulation is needed. Ottaways supports the Second Amendment but thinks the NRA has played too large of a role in the gun debate. 

Abortion: Joyce says it should be banned except in cases of rape, incest or if the life of the mother is in jeopardy. Ottaway says "early-term abortion should be legal, safe and rare."

Climate change and the impact humans have on it: Joyce says there are many causes to global warming. Ottaway says it is worsened by human activity.
