Inspector's comments:

  • Observed an ice scoop being stored directly on top of the bulk ice machine, which is not considered a clean storage location.
  • Chlorine chemical sanitizer residual detected in the final sanitizer rinse cycle of the low temperature sanitizing dishwasher was 0 parts per millions (ppm) and not 50-100 ppm as required. Corrected on the spot.
  • Handwashing sinks, location and placement. Observed a room adjacent to the walk-in refrigerator, closed off by doors, that has been turned into a full preparation kitchen including an electric food slicer that is not equipped with a hand wash sink and is approximately 30-plus feet away from the main kitchen and the nearest hand washing sink. Hand wash sink installation required within 30 days.
  • Outer openings. Observed an open window with a torn window screen being used to ventilate the kitchen. Corrected on the spot.
  • The person in charge failed in their duties as evident in this non-compliant inspection report.
  • Observed BBQ sauces being manufactured, canned in mason jars then stored and displayed at room temperature for sale to consumers without laboratory testing for determine shelf stability.
  • Retail facility must cease canning of BBQ sauces without lab testing and proper registration with the department.
  • Observed time/temperature control or safety (TCS) food being cold held inside a refrigerated bain-marie for an undetermined amount of time with an ambient air temperature of 48 degrees F. Internal temperatures follow: coleslaw 46.6 degrees F, crab cakes 45.3 degrees F, bacon wrapped hot dogs 46.3 degrees F, rice 45 degrees F. Approximately 15 lbs. of food valued at $45 disposed. Inspectors thermometer calibration verified in the presence of the owner using the ice point method. Corrected on the spot.
  • Equipment not maintained in good repair. Observed refrigerated bain-marie operating with an ambient air temperature of 48 degrees F, instead of 41 degrees F or lower as required.
  • Observed accumulation of dried food residue on the cutting blade of the manual can opener. Corrected on the spot.
  • The food facility does not have the original certificate for the certified food employee posted in public view.
  • Controlling pest. Observed 3-5 live housefly-like insects in the kitchen.
  • Controlling pest. Observed 8-12 live housefly-like insects in a prep kitchen adjacent to the walk-in refrigerator.
  • Controlling pest. Observed live housefly-like insects too numerous to count in a garage-like room with a roll-up style door in the open position used for receiving food, removing trash and access to outdoor smokers.
  • Time in lieu of temperature being used in the food facility to control ready to eat potentially hazardous foods (brewed tea held at room temperature) without written procedures or documentation to verify disposition of food. Corrected on the spot.

Inspector's comments:

  • Observed puddled, standing, murky liquid in the washing machine area. This is a repeat violation from previous inspection in October 2017.
  • Fryer, grill, three-basin sink and front counter areas of the food facility are extremely dirty, dusty and in need of cleaning. Observed excessive grease with old fried foods in it puddled under fryers.
  • Observed old food, liquid spills and dirt on floors throughout the facility. Observed excessive food splash on walls throughout food preparation, cooks line and customer service counter areas.
  • Mops are not being hung to air dry.
  • The person in charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection.
  • Observed cooking, cooling, dispensing and storage equipment, in all areas, with an accumulation of dust, dirt, excessive food residue, debris on non-food contact surfaces.
  • Pitcher observed in the hand-wash sink indicating uses other than handwashing.
  • Observed brown substance in the hand-wash sink indicating uses other than handwashing.
  • Plumbing system not maintained in good repair. Observed faucet leaking at the front hand-wash sink. Previous violation.

Manager's comments:

  • Thermometers for ensuring proper temperatures of food are not available or readily accessible.
  • Interior surface of chest freezer is cracked.
  • Sanitizer solution not available in the food preparation area for storage/wetting of wiping cloths. Provided training.
  • Table-mounted can opener cutting blade, a food contact surface, was observed to have heavy accumulation of dried food residue and was not clean to sight and touch.
  • The person in charge did not demonstrate adequate knowledge of the PA Food Code as evidenced by incorrect responses to food safety questions related to: Proper storage of wiping cloths, proper chlorine sanitizer concentration, proper cold food holding temperatures, proper cooling of foods. Proved training.
  • The person in charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection.
  • Raw chicken was stored above raw fish in the walk-in cooler.
  • Several raw shell eggs were stored above ready-to-eat produce fruits for the buffet in the walk-in cooler.
  • Fryer basket wires are broken and separated from basket frame.
  • Observed stove top in the kitchen area with encrusted grease and soil accumulation.
  • The hand-wash sink in the kitchen area was blocked by boxes and not accessible at all time for employee use.
  • Water was not available at the hand sink located in the kitchen. Water inlet valve under the sink was closed.
  • Plumbing system not maintained in good repair. Observed hand-washing sink leaking at the faucet and spigot. Water drains very slow at the hand-washing sink in the kitchen.
  • Floor under the stove is made of tile and is cracked/roughened/and is not a smooth, easily cleanable surface.
  • Bowls used as dispensing utensils in bulk sauce containers stored in the walk-in cooler.
  • Food utensils for steamed rice in both buffet and kitchen areas observed stored in a container of water which is not maintained at 135 degrees F.
  • Observed in-use tongs stored on an oven door handle that is not clean to sight and touch, the food contact surface of tongs are exposed to potential contamination from employee clothing and the handle of the oven.
  • Three pans of raw breaded/marinating chicken, two pans of fried chicken strips, meat and cheese dumplings, raw shrimp, cooked egg rolls, cooked chicken wings, pan of marinating beef, tubes of raw pastry, foods were held at 48-66 degrees F, in the upper and lower sections of the bain-marie, rather than 41 degrees F or below as required. Foods, valued by person in charge at $40, were discarded.
  • Wood shelving directly outside of the walk-in cooler is exposed to splash and spillage is not smooth, non-absorbent and easily cleanable as required.
  • Lights are not shielded or shatter proof over the food preparation table.
  • An open employee’s beverage container was observed in food preparation area.
  • Observed wet wiping cloths in all areas of the kitchen, not being stored in sanitizer solution.
  • Observed evidence of food facility using clam shells that previously housed live shellfish more than once. Shells were discarded.
