I-83 chase: Man hit speeds up to 106 mph, had two children in car, police say

The driver had passengers -- including two small children -- in his vehicle during the pursuit, an affidavit states.

A York man allegedly fled from police at speeds of up to 106 mph on Interstate 83 while several passengers -- including two small children -- were in his vehicle, according to an affidavit of probable cause.

When troopers finally managed to stop his vehicle, he ran. State police found him lying face down in the snow with marijuana in his socks, the affidavit states.

Koran Antonio Culver, 23, of the 600 block of East Philadelphia Street, has been charged with manufacture, delivery or possession with the intent to manufacture or deliver marijuana, fleeing or attempting to elude a police officer, driving under the influence of a controlled substance, recklessly endangering another person, and driving while operating privilege is suspended or revoked as well as other offenses.

He was committed to York County Prison in lieu of $25,000 bail.

A state police trooper was getting on I-83 North at the Shrewsbury interchange around 10:08 p.m. Sunday when he saw a silver sport utility vehicle pass him at a high rate of speed, the affidavit states. He caught up with the vehicle and clocked it traveling at speeds between 94 mph and 106 mph.

The trooper turned on his lights and siren near the Loganville interchange, and the Honda CRV drove on the berm but did not stop. 

The trooper pulled up beside the vehicle and ordered Culver to pull over, the affidavit states. Instead, Culver hit the brakes, attempting to force the trooper to pass him, and took off again at a high rate of speed.

Culver allegedly kept hitting his brakes during the chase and "caused an extremely dangerous condition to myself, the occupants of the vehicle and the public," the trooper wrote in the affidavit.

Culver got off at the Leader Heights exit and drove the wrong way on the road. He did a U-turn and then went the wrong way down an I-83 ramp, nearly striking an oncoming vehicle, the affidavit states.

The trooper used the Pursuit Intervention Technique to cause Culver's vehicle to spin out in the area of the business loop of I-83. When the vehicle stopped, Culver climbed over a passenger, got out and scaled over a concrete wall and a chain link fence while troopers ordered him to stop.

Authorities found Culver lying face down in the snow in a wooded area. His socks and shoes had been removed from his feet, and troopers found several bags of marijuana in his socks, the affidavit states.

State police spoke with a man who had been riding in the front seat, and he said that Culver was giving him and his family a ride. The man told state police that Culver had been smoking marijuana while driving the vehicle, and he repeatedly told Culver to stop during the pursuit.

The children were not riding in car seats, the affidavit states.
