The sound of "Taps" that has reverberated through Glen Rock's Glen Avenue neighborhood won't be silenced, but its decibel level may drop in the relatively near future.

The borough council voted unanimously at its Nov. 15 meeting to authorize the playing of the military tribute through speakers at the community park on Fair School Road, Borough Council President Doug Young said.

In turn, U.S. Navy Lt. Cmdr. Joshua Corney posted on his Taps in Glen Rock Facebook page, "Once the speakers are set up at the park I will turn Taps down for my own personal use."

The decision comes after more than two years of disputes and legal battles over Corney broadcasting "Taps" over loudspeakers from his Glen Avenue home.

Corney, a former member of the borough council, began playing a 57-second audio recording of "Taps" around 8 each night in 2015 at a level estimated to be heard a mile away.

Since then, Corney was threatened with noise ordinance violations and gained the support of military groups and the American Civil Liberties Union, dividing the borough.

"After extensive discussion (at the Nov. 15 meeting) on two potential locations, the Council voted unanimously for putting the speakers at the Glen Rock Park on Fair School Road," Young said.  "With these items being decided, I expect the speaker installation to proceed at a much quicker pace."
