As the UMass Boston students will be reviewing a number of planning documents in preparation for their study per the Economic Development Subcommittee, key sections of those prior planning docs (Franklin For All, Master Pln, etc.) will be shared here.

"INTROOUCTION

Franklin is located in the southwestern corner of the Boston metropolitan area and is typical of a small New England community. It has maintained a traditional character and among those features which have survived are examples of period architecture, Dean Junior College, and a friendly, small-town atmosphere. However, Franklin is beginning to feel pressure from modern day changes.

With the completion of Interstate Route 495, the terminus of the commuter rail line located in the heart of the downtown and the beginning of development expansion in the area, Franklin is changing.

The demands of modern transportation and marketing have been disruptive to the fabric of the community. The ability of towns like Franklin to adapt to the rapid growth and change will be a major determining factor in the quality of their future.

The town has made an effort to meet this challenge. A committee of townspeople, made up of merchants, officials, bankers, and citizens, has worked with the Metropolitan Area Planning Council to develop a comprehensive program of town center improvements.

The Franklin Center Revitalization Committee has been active for just over a year now and much has been accomplished. The fundamental outlines of a committee endorsed plan are in place. By direct vote or by consensus the Committee has addressed a wide range of questions and embraced approaches to their solution.

The plan is designed around the market study - the physical changes envisioned in the center are in support of its character as a place to live and work and shop, not vice-versa. The market recommendations contain a number of special actions that will allow the center to function as a better, more organized unit and to permit it to serve its patrons and compete with other areas better. Without attention to this area (marketing and organization) it is unlikely that physical or other changes alone will make much long-term difference.

Physical changes to the center have been designed in support of these goals. Complaints about traffic and parking have been heeded and effective solutions proposed. Techniques of urban design and planning have been applied to help the center both look and function as a more vital place, responding to the character and values of the community it serves.

Implementation of this program will be a major undertaking and will constitute the core of the Committee's work for the future. There is no simple, "quick-fix" way to go about it - no magic wand of planning, no miracle grant from the Feds to do the job. It will only be accomplished through hard work and close cooperation between the private and public sectors in accomplishing the l1undreds of individual actions that will make up the final shape of your center. Frustrations are likely to mount as approvals and agreements stretch out for years when it seems like they should happen at once. But there is no easy way. There is only agreeing on an approach and pursuing it with energy and in a cooperative spirit."

  • Health care transition is doing well; there are still funds available for claims processing. claims still coming in but at a lesser amount per week, still may see claims in Feb 2027. Also mentions the 'stop loss' policy to cover claims above a certain amount. Can't really get out of the transition until the next fiscal year.

  • The anti-development message in Franklin has won, the Planning Board is canceling meetings as there is nothing in the pipeline, ZBA also canceling meetings due to lack of proposals

  • Next up, fiscal policies up for review. They should be voted on for an October meeting but this is a time for review, revision if needed. Some are guidelines and not really policies for the flexibility point of view. Add language such that it better defines when the policy can be deviated from

Franklin Fire Department Awarded $380,124 FEMA Grant to Support Specialized Rescue Training

FRANKLIN, Mass. — The Franklin Fire Department is pleased to announce it has been awarded $380,124 through the Federal Emergency Management Agency’s (FEMA) Assistance to Firefighters Grant (AFG) program.


The grant will fund a specialized training project focused on confined space rescue and heavy vehicle extrication. The training will provide Franklin firefighters with advanced skills to safely respond to specialized rescue incidents.


The award includes $78,536 for needed rescue equipment, with the remaining funding supporting the training project.


“This is a significant award for the Franklin Fire Department and an important investment in our firefighters and our ability to serve the Franklin community,” said Franklin Fire Chief Chuck Allen. “This funding will help ensure our department has the training and equipment needed to safely and effectively respond when residents need us most.”


The Assistance to Firefighters Grant program provides funding to fire departments to enhance their ability to protect the health and safety of firefighters and the public.

– Franklin faced a strong challenge from Canton but came away with a 3-0 road win, 25-20, 25-21, 25-20. Junior Emerson Delleo powered the Panthers with 15 kills, 14 digs, and two aces, while sophomore Phoebe O’Connor dished out 32 assists to go with seven digs and an ace. Senior Gianna Laurello added five kills and 11 digs, freshman Marley Lindenmeyer chipped in six kills, 10 digs, and two aces, and junior Charlotte Yeulenski finished with six kills and four digs. For Canton, junior Soley Rodriguez Martinez anchored the defense with 14 digs, two assists, and an ace, while juniors Chloe Yuen and Aida Sfeir also turned in strong defensive efforts. Senior Fiona Trendell, freshman Austyn Wood, and junior Kennedy Burke all played well at the net.


Golf = Milford, 177 @ Franklin, 166 – Final
– Franklin put together a balanced round at Franklin Country Club to earn the win over Milford. Senior Tyler Perlman led the Panthers with a 40, while senior Ben Burgess, junior Bryce Botelho, sophomore Albie Lomberto, and sophomore Ethan Helm each carded a 42. For Milford, senior Ryan Flis fired a 40, sophomore Ben Richard shot 42, and sophomores Hank Richards and Jeff Corbin each finished with a 44.

D&D Club, Mondays @ 4pm

Registration Required

Anyone ages 10-17 is invited to join us for a weekly Dungeons and Dragons Club! D&D is one of the most complex tabletop games in history. The library will supply dice, rulebooks, and blank character sheets and we'll be using the 5th edition books and rules. Please email mgousie@minlib.net for registration information.

• Dungeon Masters must be at least 12 years old and have experience with Dungeon and Dragons.

• Dungeon Masters are required to choose a premade adventure, but homebrew additions to the adventure are allowed.

• Players and Dungeon Masters are required to be respectful, kind, and attentive to each other.

• Established groups of players with a Dungeon Master are welcome to share our space!


Teen Advisory Board, 2nd Wednesday of the Month @ 5pm

Join us each month for Teen Advisory Board. The Teen Advisory Board is a GREAT opportunity to get involved here at the library! You'll help plan events and programs, create displays and decorate the teen space, and help drive decisions around the kinds of materials we bring to the YA collection, all while eating snacks and getting volunteer hours. It's a win-win-win!

Please note: this group is meant for folks who have a basic grasp of English and are looking for conversational practice, not very beginners. A tutor will be present to answer questions and help keep the conversation flowing, but the focus will not be on formal instruction.

Franklin Residents to Participate in the 38th Annual Jimmy Fund Walk for Dana-Farber Presented by Hyundai
Debra Honor, Colleen Devereaux, and John Moore, along with dozens of other Franklin residents and thousands of other walkers, will participate in the annual event that will unite the community to raise funds to support all forms of adult and pediatric care and research at Dana-Farber Cancer Institute. Last year marked a historic milestone, with the Walk raising more than $11.2 million for Dana-Farber Cancer Institute and setting the stage for an even greater impact in 2026.

 

“Each year, the Walk brings our community together in a powerful way, with people of all ages supporting Dana-Farber’s groundbreaking research and patient care,” said Jessica Abbott, assistant vice president of the Jimmy Fund. “For more than three decades, this event has been a celebration of hope, where every step helps fuel breakthroughs, support patients, and inspire progress.”

 

Together Against Cancer

 

The Jimmy Fund Walk for Dana-Farber takes place along the famed Boston Marathon® course. Participants have the flexibility to choose from four distance options ranging from a 5K to a full marathon. Walkers can also participate virtually at a time and location that works for them.

 

Whatever route participants choose, they will be supported by hundreds of volunteers and treated to refueling stations with refreshments throughout the course. Walkers will be motivated by posters of Heroes, the Walk's adult and pediatric patient partners, that appear along the course as inspiration. All routes will conclude at the Jimmy Fund Walk for Dana-Farber Finish Line sponsored by Schneider Electric at Boston Common, by the corner of Charles and Beacon Street. Finish line activities will include a celebration with food, entertainment, and more.

 

To register for the Walk or to support a walker, visit JimmyFund.org/Walk or call 866-531-9255. Registrants can enter the promo code NEWS for $5 off the registration fee. All registered walkers will receive a bib, medal, and a Walk T-shirt. You can also sign up to volunteer on Walk Day.

    This program will include the placing of a Memorial Wreath for the day, the playing of Taps, a salute from those present, and a reading of whatever history  may be available for that veteran.  This is a way of keeping the memory of that veteran alive.


    Fallen Hero: Frank J. Smith, Pvt. U S Army, WWI
    Frank Smith was inducted into the Army on 22 July 1918, into the 21st Company, 6th Training Battalion.

    He then was transferred to Company A, 42nd Infantry on 121 August 1918 at Camp Devens. 
    Pvt. Smith died of disease, probably the Flu Epidemic, on this date 1918.
