U.S. attorney general nominee Merrick Garland would leave the federal appellate bench after nearly 24 years with a remarkable feature of his tenure: The U.S. Supreme Court has never issued a formal opinion about any of the rulings he authored.

Garland, who is President-elect Joseph Biden’s choice to lead the U.S. Justice Department, has sat on the U.S. Court of Appeals for the D.C. Circuit since 1997, and he served as chief judge from 2013 to 2020.
