The driver of this vehicle was "walking" his dog in Douglas Park in Regina at about 8:30 p.m. (Aug. 18, 2013) With one end of the leash attached to the dog's collar and the other in the van, the vehicle kept nudging the dog at the shoulder with the tire of his moving vehicle each time he took a left turn. Because it was dark and was driving slow, cars kept passing him .... it was clear the drivers didn't see this dog until the past minute, because they slowed suddenly and gave the dog a little extra room as they passed this van.
Essentially, this dog was nearly run over several times in 15 minutes I followed him.
At one point, another dog walker who was on the sidewalk and giving his dog a little exercise the old fashioned way, yelled out to the man and heckled him.
The guy thought he was mitigating the danger of all of this by driving with his hazards on. However, when I first saw this guy, I noticed the driver was also on his cell phone.
Before anyone asks, yes, I called the police -- two officers paid him a visit.
