Bringing RCV to NYC

The New York City Mayor's Charter Revision Commission Released a Staff Report Announcing that “Staff recommends that the Commission continue to study ranked choice voting for local primary elections, and...for Borough President and Council Member races as well.”

New York City Voters have a chance to put Ranked-Choice Voting (RCV), also called Instant Runoff Voting (IRV), on the Ballot this November.

RCV/IRV allows Voters to Rank Candidates for Office in Order of Preference, rather than only Voting for One Candidate.

If a Candidate earns more than Half of Voters’ First Choice, that Candidate Wins. If not, the Candidate with the Fewest Votes is Eliminated, and Voters who Selected that Candidate have their Vote Instantly go to their Next Choice.

This Process Continues until One Candidate emerges with a Majority of the Vote, and the remaining possible Votes will not change the Results.

This “Instant” Runoff would Replace the Runoff Elections currently held for: Mayor, Public Advocate, and Comptroller, and No Candidates receives 40% of the Vote. These Runoffs Cost the City Millions of Dollars and consistently see abysmal Voter Turnout.

Here are the Reasons RCV/IRV would Improve Democracy in New York City:

- Eliminates the need for Costly, Low-Turnout Runoff Elections.

- Increases Voter Participation and Turnout.

- Uphold Representatives Outcomes Better than our Current Voting System.

- Ensures Military Voters and Voters with Disabilities are able to Fully Participate in Elections.

- Enhances Voter Expression Leads to more Diverse Candidates.

- Discourages Negative Campaigning and Promote Inclusion.
