White House plans to reorder departments

The Trump Administration has announced plans which would reorganization the executive branch and shift the focus of the U.S. Department of Agriculture.

The largest change to USDA would eliminate about three quarters of its budget by moving the Supplemental Nutrition Assistance Program to the Department of Health and Human Services, which would be renamed the Department of Health and Public Welfare. Commodity-based programs including school meal and emergency assistance programs would stay within USDA.

Office of Management and Budget Director Mick Mulvaney says part of the changes include moving all food safety and inspections into the USDA instead of splitting jurisdiction between the department and the Food and Drug Administration.  “Why? Because they’re really good at it.  It’s not to say the FDA isn’t but wouldn’t it be nice to have one place where people can go to to get answers, to get results, to get permits, and to deal with regulatory affairs.”

USDA rural housing loans would also be moved the Department of Housing and Urban Development.

The reorganization would also combine the Departments of Education and Labor and rework the U.S. Postal Service. Mulvaney says the proposal would cut spending by more than $200 billion over the next ten years.

Many parts of the plan would need Congressional approval.
