Packers decline to tender ILB Joe Thomas, CB Herb Waters

The Packers made some roster moves Wednesday.

GREEN BAY - Teams around the National Football League had until 3 p.m. Wednesday to submit qualifying offers to their restricted free agents and minimum salary tenders to retain exclusive rights free agents. 

The Green Bay Packers did not tender either of their restricted free agents, allowing punter Jacob Schum and inside linebacker Joe Thomas to become street free agents. Schum spent all of last season on injured reserve with a back problem and will try to continue his career somewhere else. Thomas, however, is a candidate to return to the Packers on a contract cheaper than the low RFA tender of $1.907 million.

The Packers retained the majority of their exclusive rights free agents with minimum salary tenders. Here is a list of players who will be re-signed:

» Joe Callahan, QB, 24

» Michael Clark, WR, 22

» Joe Kerridge, FB, 25

» Justin McCray, G/C, 25

» Adam Pankey, OL, 24

» Lucas Patrick, G/C, 24

» Jermaine Whitehead, S, 25

Cornerback Herb Waters and long snapper Taybor Pepper were the only ERFAs who didn't receive tenders. Waters, a former wide receiver, showed a lot of promise last spring and summer before landing on injured reserve with a shoulder problem. Pepper replaced the injured veteran Brett Goode for four games before breaking his foot. He also finished the year on IR.
