Christine Westrich, standing in the 911 Operations Center, leads the Milwaukee County Office of Emergency Management. A U.S. Naval Academy graduate and former U.S. Marine, Westrich was a flight navigator, worked in the White House and attended art school before returning to her hometown of Milwaukee.
