NY State Assembly to Assess Election Security


State of Politics reports of a hearing by the New York State Assembly Election Committee today on the Security and Integrity of Elections in New York amid concerns of foreign hacking of Voter Registration rolls.

According to a Assembly hearing notice:

In July 2016, the Federal Bureau of Investigations (FBI) revealed that voter registration databases in Arizona and Illinois were infiltrated by foreign hackers – possibly at the direction of a foreign state government.

Infiltrations of Democratic National Committee and presidential election campaign staff emails have provided further evidence to suggest that a foreign entity was attempting to influence the 2016 U.S. federal elections via cyber infiltration. In the wake of these incidents the Federal Department of Homeland Security (DHS) has offered assistance to a number of States, including New York, to help prevent and combat possible cyber-attack or infiltration.

This hearing will examine the condition of New York State’s election infrastructure with a specific focus on the measures in place to protect the integrity of the system against cyberinfiltration or attack, whether additional Federal assistance may be necessary, and the state budget implications of ensuring the security of the state’s election systems.

Persons will be invited to present pertinent testimony to the Committee at the above hearing. Oral testimony will be limited to ten minutes’ duration. In preparing the order of witnesses, the Committee will attempt to accommodate individual requests to speak at particular times in view of special circumstances. These requests should be communicated to Committee staff as early as possible. Ten copies of any prepared testimony should be submitted at the hearing registration desk. The Committee would appreciate advance receipt of prepared statements.
