Job Description

Job Title: Director of Finance and Administration (DFA)

The Director of Finance and Administration (DFA) is responsible for the overall project office financial and administrative operations through the life of the program, including the management of staff within those functional areas.

The DFA has oversight of internal control systems and procedures, forecasting and realigning budgets, as well as comprehensive project budgets.

The DFA is responsible for recruiting, hiring and retaining a qualified and skilled work force.

The DFA is responsible for training and mentoring staff on policies and procedures, Donor regulations, new systems, and best practices, as well as working closely with the project office staff and headquarters personnel to ensure compliance with all donor regulations and effective and proactive management.

  • Directly oversee all financial management, accounting activities, financial recording, reporting, procuring and budgeting for the project, ensuring all is done in accordance with USAID contractual requirements;
  • Oversee and ensure the integrity of all contractual relationships between USAID and Global Communities.
  • Develop and maintain sound financial management systems in line with USAID rules and regulations and Global Communities policies and procedures, and accounting principles;
  • Ensure the smooth day-to-day running of the office through supervision and management; plan and supervise work of the project-related finance staff including tracking and monitoring of procurements and expenditures.
  • Manage the project budget ensuring all costs incurred by Global Communities policies are accounted for and in compliance with local laws;
  • Provide financial control, prepare and analyze budgets, develop financial reports, and make recommendations to HQ on budget expenditures;
  • Assist project officers in ensuring compliance with procurements and field accounting policies and procedures (FFAM), compliance with USAID contractual and audit requirements.
  • Work closely with project officers regarding the project implementation planning and cash flow projections.
  • Oversee internal and external audits, ensuring financial records and backup documentation are ready.
  • Work closely with HQ finance team and internal and external auditors.
  • Ensure compliance with FAR, AIDAR and Field Finance and Accounting Manual and timely reporting to HQ Finance.
  • Safeguard Global Communities’ assets and reputation for ethical conduct and fiscal transparency.
  • Report violations of compliance with a USAID contractual regulations or with Global Communities’ own regulations, as well as any instances of conflict of interest or fraud to the Chief Financial Officer at Headquarters.
  • Maintain updated information regarding grants and contracts, reporting requirements and financial restrictions;
  • Provide technical assistance to improve the systems of internal control and financial management of partners;
  • Advise program staff on financial health through the provision of regular and timely financial expenditure reports;
  • Establish/Maintain financial controls and procedures for the management of funds and sub contracts;
  • Produce budget projections and reports for submission to the donor through the HQ;
  • Monitor partner’s management of funds and cross check source documents;
  • Work closely with Global Communities policies, grants and administration units on program related matters;
  • Assist in program development and proposal preparation as needed.

Office and Staff Security

  • Overseeing the security management plan and overseeing changes to operations to ensure that adequate risk assessment is carried out and required systems and preventative measures are introduced.
  • Organize security drills from time to time to ensure staff is prepared for emergency situations.

Human Resources

  • Manage the host country recruitment function.
  • Manage the personnel management function: on-boarding, orientation, employment management, annual performance review and off-boarding.
  • Manage employee benefits administration.
  • Develop and train on Human Resources policies and procedures.
  • Maintain relationships with the INGO community and other organizations to ensure that Global Communities’ employment offer is competitive and in compliance with Ghana labor law.

Office Management

  • Manage procurement and inventory of office equipment and supplies.
  • Manage travel logistics for staff, both domestically and internationally.
  • Manage visa processing for expatriate staff.
  • Ensure Global Communities has appropriate insurance coverage and manages the policies effectively.
  • Manage Global Communities-owned vehicles and contract(s) for third party transportation services.
  • Manage other vendor contracts for office services.
  • Develop and train on office management policies and procedures.

Information Technology

  • Manage the procurement of IT equipment
  • Oversee and ensure the proper functioning and maintenance of information technology hardware, software and equipment.
  • Develop and train on IT policies and procedures.
  • Manage the IT staff or outside service, as applicable.

Undertakes all other duties and projects as may be assigned from time to time.

Required Skills

  • Strong managerial skills; experience overseeing staff required.
  • Ability to set put financial regulation systems with partner organizations to ensure the efficient and accurate disbursement of funds.
  • Knowledge of HR & IT practices a plus.
  • Strong sense of responsibility, personal initiative, and follow-through.
  • Ability to work independently in a fast-paced, multi-task environment.
  • Ability to work as part of a team and to coordinate across departments.
  • Strong computers skills are mandatory, as are strong written and oral communications skills.
  • Excellent written and verbal communication skills and relevant computer software skills with proficiency in Excel.
  • Demonstrated ability to work effectively, both independently and in a team environment, in an atmosphere of multiple projects, shifting priorities, and deadline pressures.
  • Accuracy, attention to detail.
  • Fluency in English, written and oral.

Required Experience

  • Bachelors degree in economics, finance, accounting, business, or a related subject, a CPA or MA in accounting preferred.
  • 8 + years experience in international finance/accounting.
  • 10+ years of international management experience.
  • Proven experience with US government-funded contracts and in-depth Knowledge of Cost Principles for NGO (OMB Circular A-122), 2 CFR 200 Subpart E, Audit Requirements (A-133), 2 CFR 200 Subpart F.
  • Significant experience managing US government contracts.
  • Strong managerial skills; experience overseeing staff required.
