<itunes:summary>In Wednesday's House Ag Committee Farm Bill markup session, Iowa Representative Steve King was successful in attaching his “Protect Interstate Commerce Act”, which would bar states from imposing their own animal-welfare standards on eggs, meat and other ag products brought in from other states.
The amendment is aimed at preventing farmers in other states from having to comply with measures such as California’s Prop 2 initiative that requires farms to provide more space to hens, hogs and other livestock.
Here are some excerpts from the debate that took place Wednesday evening. Speakers include King, Rep. Jeff Denham of California, Rep. Jim Costa of California, and Rep. Bob Goodlatte of Virginia, as well as committee chair Frank Lucas.

<itunes:summary>Reports that the U.S. Environmental Protection Agency continued to release personal information about livestock operations—even after livestock groups and members of Congress complained about the situation—have raised the ire of Nebraska U.S. Senator Mike Johanns.
In a written statement, Johanns called EPA’s action “at best, woeful negligence and at worst, a flagrant effort to aid organizations seeking to radically transform American agriculture.”
According to the National Cattlemen’s Beef Association, EPA released more records for livestock producers in Nebraska and Montana less than a month after the initial release of records to three environmental activist groups. The initial release of data was in response to a Freedom of Information Act request, but EPA has acknowledged that some of the more private information, including producer names and farm locations, should have been scrubbed before it was released.
Johanns made these comments Wednesday during his weekly conference call with reporters.

<itunes:summary>The Food and Drug Administration (FDA) is holding a series of five meetings across the U.S. to discuss proposed restrictions on antimicrobial use in food-producing animals.
The purpose of the meetings is to allow public feedback on the challenges veterinarians and producers will face under the proposed rules, which would place new restrictions of the use of antimicrobials for “growth promotion” purposes and require more veterinary oversight of antimicrobial use.
At the FDA public meeting held this week in Fort Collins, Colorado, Brownfield discussed the agency's strategy with Bill Flynn, deputy director for science policy in the FDA’s Center for Veterinary Medicine.

<itunes:summary>Senate Ag Committee chair Debbie Stabenow has apparently backed off on plans to incorporate the so-called “egg bill” into the Senate farm bill markup.
But Colin Woodall, vice president of government affairs for the National Cattlemen’s Beef Association, tells Brownfield that the battle is far from over.
“Late word is the language has been removed,” Woodall says. “But now we are worried about an amendment situation where an amendment could be offered either during the committee markup of the farm bill, or possibly on the floor of the Senate, that would also try to get that agreement put back in.
“So even though we’ve had kind of a short-term victory, it looks like, we’re still prepared to fight this as we move forward with the Senate Farm Bill process.”
The Senate Farm Bill markup is expected to take place this week.

<itunes:summary>A new report on the market potential for cage-free eggs predicts accelerated growth in cage-free egg sales and profits.
The report was written by Oklahoma State University ag economics professors Dr. Jayson Lusk. It is based on Lusk’s own research and his analysis of a consumer survey on egg buying practices commissioned by a group called the World Society for the Protection of Animals.
In the report, Lusk examines consumers’ food purchasing behavior related to their level of knowledge of production methods and pricing structures and makes predictions on market-share trends for cage-free eggs.
In this interview with Brownfield, Lusk discusses the mindset of consumers when it comes to animal welfare and the food products they are purchasing—issues that apply to other segments of the livestock industry as well.

<itunes:summary>Scouts participating in the first day of the hard red winter wheat tour in Kansas on Tuesday had their work cut out for them.
“This is the hardest thing I’ve ever had to try to estimate out here—because you just really have no clue,” says Wheat Quality Council Executive director Ben Handcock.
The wheat crop, in many areas, is suffering from drought and freeze damage. But despite the adverse conditions, the average yield estimate for the first day of the tour came in at 43.8 bushels per acre. That’s ten bushels less than the first day of last year’s tour, but it’s higher than some of the scouts, including Handcock, were expecting.
Handcock gave us this report on Wednesday morning.

<itunes:summary>Leaders of Nebraska Cattlemen were in Washington last week. One of their stops was the Environmental Protection Agency, where they pressed agency officials for answers on the release of personal data on livestock confinement operations to three environmental groups.
Earlier this year, the EPA gave out details on concentrated animal feeding operations (CAFOs) to the groups in response to Freedom of Information Act (FOIA) requests. The information for ten of the 29 states that were part of the release contained some personal data, including individual names, email addresses, phone numbers, personal addresses and facility names. EPA recently admitted that the personal information should not have been disclosed under the FOIA request and asked the environmental groups to return the original information.
Brownfield visited with Kristen Hassebrook, director of natural resources and environmental affairs with Nebraska Cattlemen, who was part of the meeting with EPA.

<itunes:summary>The National Cattlemen’s Beef Association is asking the CME Group to move its live cattle futures contract to a position where it converges with the cash market.
Specifically, NCBA is asking that fed heifers be included as deliverable cattle to honor a contract. For the past decade, fed heifers have averaged 38% of slaughter cattle. NCBA says that, in an environment of decreasing fed cattle supply, including heifers would benefit both buyers and sellers.
The cattlemen are also asking for an increase in maximum live weights from 1,500 pounds to 1,650. Current carcass weights of 1,050 pounds aren’t discounted, and that carcass weight typically would be yielded from a 1,667-pound animal. The 1,650 pound maximum individual live weight is a reasonable and logical standard, NCBA told the CME.
Ed Greiman, a cattle producer from Garner, Iowa and president of the Iowa Cattlemen’s Association, headed up a task force that looked into the issue. Greiman tells Brownfield that the changes being sought from the CME would protect the live futures contract as a viable and valuable risk management tool, while increasing deliverable supply, better reflecting the trend of increased cattle weights, and improving convergence of futures and cash markets.

<itunes:summary>The Iowa Soybean Association (ISA) has a bone to pick with the Corps of Engineers.
The issue is not a new one—it involves the latest effort by the Corps to create a better habitat for the pallid sturgeon along the Missouri River.
The policy director for ISA, Carol Balvanz, says that, in the process of creating side channels and ponds for the endangered fish, the Corps is dumping soil into the river—sediment that she says contains high levels of nutrients that can cause pollution problems downstream.
“We are currently in the process of building a nutrient strategy in Iowa. That nutrient strategy relates to all the sediment and nutrients that head down the Missouri and Mississippi Rivers,” Balvanz says. “Farmers are often blamed for what comes out of those rivers—and we’re a little bit hesitant to support anything that would allow the Corps of Engineers to just pump sediment into that river.
“Pumping sledge or dredge ditch material into a river would not be something farmers are allowed to do. We really have a hard time understanding how the Corps can do this.”
Balvanz made those comments in an recent interview with Brownfield at ISA headquarters in Ankeny.

<itunes:summary>Agriculture’s dependence on a strong rail transportation system is expected to grow in the coming years. And a new report from the Soy Transportation Coalition says additional financial incentives may be needed to encourage increased investment by the railroads in rural America.
“This is not an effort to try to really enrich these large railroads—it’s really to try to find ways to make rural America a more attractive place for investment,” says Mike Steenhoek, Soy Transportation Coalition executive director.
Steenhoek says the new study finds that between 2012 and 2035, there will be an annual funding gap of more than one-point-five billion dollars between expected investment by the nation’s railroads and the needs of the U.S. economy.
In this interview with Brownfield, Steenhoek discusses the study and their recommendations for addressing the funding shortfall.
