				<content:encoded><![CDATA[<p>Recognizing that improving governance takes political leadership, Mo Ibrahim, the founder of Celtel, created the Prize for Achievement in African Leadership to be awarded to a former African head of state or government who has demonstrated excellence in African leadership. Consisting of a $5 million award to be paid out over 10 years and a $200,000 annual stipend after that, the prize has grabbed the attention of the governance community for its vision and initiative. The winner, announced on October 22 in Alexandria, Egypt, was chosen based on a new African governance quality index designed by Robert Rotberg of Harvard University.</p>
<p>On October 25, Brookings hosted Professor Rotberg who discussed the creation of the new index and the implications of the African Leadership Prize for the improvement of governance in Africa. He was joined by Chris Fomuyoh, director for Central and West Africa at the National Democratic Institute (NDI) and Aart Kraay, lead economist in the Development Research Group at the World Bank.</p>

				<content:encoded><![CDATA[<p>Over the past 15 years, policy-makers have increasingly focused on the importance of effective institutions and governance as critical determinants for stable economic growth and poverty reduction. This focus on institutions has been especially marked in Africa, where anti-corruption and governance projects are targeted to improve overall institutional capability as a key catalyst for better development outcomes. But, are institutions, such as judiciaries, legislatures, and audit agencies, functioning as credible accountability mechanisms or do they remain de facto enablers of corruption?</p>
<p>On October 22, Brookings hosted a panel discussion to assess the impact of these efforts on Africa’s governments. Brookings’s David de Ferranti, chaired the session and shared conclusions from the recent research. He was joined by John Johnson, director of Governance Programs at the National Democratic Institute (NDI); Brian Levy, public sector governance advisor at the World Bank; Peter Lewis, director of African Studies at the Johns Hopkins School of Advanced International Studies (SAIS); and H. Kwasi Prempeh, professor of law at Seton Hall University.</p>

				<content:encoded><![CDATA[<p>Civil society organizations (CSOs) can play an important role in enhancing transparency and good governance in developing countries, particularly on issues surrounding the formulation and implementation of government budgets and greater transparency of public revenues. Too often, however, CSOs are viewed by governments as political adversaries and policy lightweights. More effective participation of civil society groups on fiscal transparency will require strengthening the capacity of these organizations to participate on these issues. At the same time, senior government officials must welcome the increasing involvement of civil society as an opportunity to increase debate on public finance issues.</p>
<p>On October 18, Brookings hosted Dr. Ngozi Okonjo-Iweala, distinguished visiting fellow with Global Economy and Development, who was recently&nbsp;named Managing Director of the World Bank, for a presentation of her paper titled <i>The Role of Civil Society Organizations in Supporting Fiscal Transparency in African Countries</i>. Dr. Okonjo-Iweala was joined by several African finance ministers and representatives from African CSOs. Global Economy and Development Senior Fellow Charles Griffin introduced and moderated the discussion.</p>

				<content:encoded><![CDATA[<p>In the aftermath of former president Paul Wolfowitz’s resignation, questions regarding the World Bank’s commitment to its anti-corruption agenda continue to be raised and the Bank finds itself at a pivotal moment. Is it poised to face the challenges of corruption and effective governance within its development domain? With new president Robert Zoellick at the helm, the Bank has the opportunity to forge ahead to a more comprehensive governance strategy restoring confidence in its war on corruption.</p>
<p>On October 11, Brookings and Transparency International/USA hosted a discussion with former Federal Reserve Chairman Paul Volcker, head of the recently published <i>Independent Panel Review</i>, providing new recommendations for the World Bank and other development organizations in implementing governance reform. David de Ferranti, Senior Fellow, Brookings Global Economy and Development and Huguette Labelle, chair of Transparency International, provided introductions prior to Paul Volcker’s presentation. Alan Larson, Transparency International USA Chair, moderates a question and answer session.</p>

The session covered existing Bank projects in governance and financial management in the region and discussed prospects for new strategies and projects for addressing remaining challenges in the future.</p>
