On December 18, White House Press Secretary Dana Perino joined Stephen Hess to talk about the role of the White House spokesman.

Faced with a struggling economy and a bleak economic forecast, all eyes will be on President-elect Obama as he assumes the presidency and addresses the pressing issues facing the nation. During the critical first 100 days, Obama and his Cabinet will have many questions to answer as they work through their agenda. White House press secretaries fill essential roles of announcing, explaining, and defending the administration’s actions to the public through the news media.

On December 18, the Brookings Institution hosted a discussion of the key role of the White House press secretary, especially at the beginning of a new administration. Darrell West, vice president and director of Governance Studies at Brookings, provided introductory remarks. Stephen Hess, Brookings senior fellow and author of a new presidential transition workbook What Do We Do Now? (Brookings Institution Press, 2008), moderated the discussion.

Panelists included current White House Press Secretary Dana Perino, Mike McCurry, who served as White House press secretary during the Clinton administration, and Ron Nessen, who served as White House press secretary during the Ford administration.

Seven years after the 9/11 attacks, the border region between Pakistan and Afghanistan remains the front line in the war on terror. Pakistan is suffering from great internal challenges, while Afghanistan remains far from stable with a strongly resurgent Taliban. The bloody terrorist attacks in Mumbai have contributed to rising tensions between Pakistan and India and have serious repercussions for the NATO mission in Afghanistan.

On December 18, Brookings Fellow Vanda Felbab-Brown offered a public memo to President-elect Obama with recommendations to expand an agenda of peace and stability to Pakistan and Afghanistan. The memo is the seventh of 12 Brookings memos on the most crucial public policy priorities facing the new president.

A distinguished panel included Felbab-Brown; Lakhdar Brahimi, a former United Nations special representative for Afghanistan and Iraq; Ashraf Ghani, a Brookings nonresident senior fellow and current chancellor of Kabul University, who is a former finance minister of Afghanistan; and Marvin Weinbaum, scholar-in-residence at the Middle East Institute and a former Pakistan and Afghanistan intelligence analyst with the U.S. Department of State. Brookings Senior Fellow Philip Gordon moderated the discussion.

With an end to the financial crisis nowhere near, President-elect Obama must immediately assert leadership in developing an economic recovery package and in overseeing how the Treasury Department implements the Emergency Economic Stabilization Act of 2008. The new administration has an opportunity to restore confidence in the U.S. economy through greater transparency in how the financial system works and through new regulations that help assure that such a crisis will not happen again.

On December 11, Brookings hosted the sixth of 12 events to provide timely policy recommendations and political advice to the incoming president and his transition team. Brookings Senior Fellow Martin Baily offered policy solutions and priorities for the president-elect on the financial meltdown and the struggling housing market. He addressed how, beyond the passage of the immediate stimulus package, there is much to be done to rebuild both the financial markets themselves and investor confidence in those markets. Bailey was joined by Brookings Senior Fellow Alice Rivlin and Former FDIC Chairman Donald Powell. Fortune Editor Allan Sloan provided introductory remarks and moderated the discussion.

But after an awkward entrance into the 21st century, America must redefine its role in the world, including its relations with developing countries. The new administration has an opportunity to refashion its foreign assistance leadership, and with it the role of the United States in forging a new era of global development cooperation involving both industrial and developing countries.

On December 10, Brookings Nonresident Senior Fellow Colin Bradford offered a public memo to the president-elect with recommendations how to modernize U.S. aid efforts and address the global development challenges of the 21st century effectively and with accountability. Bradford was chief economist of USAID during the Clinton administration where he also had the lead role in U.S. coordination with other bilateral and multilateral donors. The memo is the fifth of 12 Brookings memos on the most crucial public policy priorities facing the new president.

A distinguished panel included Bradford and three former USAID administrators: J. Brian Atwood, dean of the Hubert H Humphrey School of Public Affairs at the University of Minnesota; Peter McPherson, president of the National Association of State Universities and Land-Grant Colleges; and Andrew Natsios, distinguished professor, Walsh School of Foreign Service at Georgetown University. George Ingram, vice president of the Academy for Educational Development and board member of the Center for US Global Engagement, moderated the discussion.

The U.S. tax code is too complex, riddled with loopholes, and widely perceived to be unfair. Now, a new administration faces the challenge of addressing these shortcomings while also creating a system that is judged to be simpler, fairer and more supportive of economic growth. And fast approaching are the expiration of the Bush tax cuts, the growing reach of the alternative minimum tax (AMT), health reform, the search for alternative revenue sources, changes in corporate taxes, and efforts to reduce global warming.

On December 5, Brookings, the Urban-Brookings Tax Policy Center (TPC) and Tax Analysts co-hosted a day-long forum that explored timely policy recommendations to the incoming president and his transition team. TPC Director Leonard Burman provided introductory remarks and moderated the first panel on how to get tax reform off to a swift and productive start. William Gale, vice president and director of Economic Studies at Brookings and co-director of TPC, joined the first panel and offered closing comments.

Gale offered a public memo to the President-elect with advice on improving the equity, simplicity and efficiency of the tax system, the fourth of 12 Brookings memos on the most crucial policy challenges facing the new president.

The recession, the mortgage crisis and the volatility in the financial markets have placed enormous stress on working families, while at the same time making it more difficult to find the necessary support for programs that will make work pay, reduce poverty and increase opportunity for every American.

On November 24, Brookings senior fellow Rebecca Blank offered policy solutions and priorities for the president-elect to make greater investments in economic opportunity, and increase future economic mobility for today’s poor children. She addressed diverse strategies that include expanded preschool education, greater support for post-secondary schooling, greater support for two-parent families, expanded assistance to low-wage workers, and propose the establishment of an effective measure of poverty to better understand the nature of the problem and to measure future progress.

The memo is the third of 12 Brookings memos on the most crucial public policy priorities facing the new president.
